Fax to IRS not going through? What to check, step by step
Fax to IRS not going through? Most of the time it's one of three things: the line is busy, the number is not the right one for your form, or the number was typed in a way the fax can't dial. Below is how to tell which one it is and what to do, with the fax numbers taken from the IRS's own instructions.

First, look at what the failure says
A fax that doesn't go through almost always comes back with a reason. In HonestFax you see it on the Sent tab and in the notification. Match it to the list below - why a fax fails explains each reason in more detail.
- Busy - the IRS line was taking another fax every time you called. Go to "The line is busy".
- No answer, or not a fax machine - the number may be a phone line, or the wrong number. Go to "Check that it's the right number".
- Not a working number - a digit is wrong or the format is off. Go to "Check the format".
The line is busy
The IRS takes faxes from all over the country on a small set of numbers, so a busy signal doesn't mean anything is wrong with your fax. It means the line was in use.
What to do: send again later, and avoid the start and end of the business day. HonestFax already retries a busy line on its own for about 30 minutes before it gives up, and if it can't get through, your credits come back automatically. After that, simply send the same fax again a few hours later.
Check that it's the right number
Each IRS form goes to its own fax number, and for some forms the number depends on where you live. A number copied from a forum or an old letter is the most common reason a fax to the IRS fails or lands in the wrong unit.
These are the numbers in the current IRS instructions:
| What you're faxing | Fax |
|---|---|
| Form SS-4 (EIN), business in one of the 50 states or DC | 855-641-6935 |
| Form 2848 or 8821, taxpayer in an eastern state (Memphis list) | 855-214-7519 |
| Form 2848 or 8821, taxpayer in a western state (Ogden list) | 855-214-7522 |
| Form 2848 or 8821, APO/FPO, US territories or outside the US | 855-772-3156 |
The full state lists, and the numbers for applicants outside the US, are in IRS fax numbers by form. For other forms, like the S corporation election or a transcript request, search the IRS fax number finder.
Two rules from the Form 2848 instructions that catch people out:
- Line 4 checked? Then the form doesn't go to the numbers above. It goes to the IRS office handling that specific matter.
- Signed electronically? A Form 2848 with an electronic signature can only be submitted online. Forms sent by fax need a handwritten signature - the IRS says digital, electronic or typed signatures are not valid for Form 2848 filed by fax.
Replying to an IRS letter or notice
If you're answering a letter, don't use a number from this page. The IRS tells you to follow the instructions in the notice itself, so use the fax number printed on your letter, if it gives one. If the letter only gives a mailing address, mail it.
Check the format
Enter the number as 10 digits, the way it's printed - for example 855-641-6935. In HonestFax, choose United States as the destination and type the 10 digits; the app adds the country code for you. Don't add an extension, a leading 1 twice, or the "fax:" label copied from a page.
Make sure the fax itself is ready
A fax that connects but is hard to read can come back to you weeks later. Before you send again:
- Sign the form with a handwritten signature where the instructions ask for one.
- Scan it cleanly - good light, a dark surface, the app's scanner rather than a regular photo. Tips in how to scan documents for a fax.
- Add a cover sheet with your name, phone number, the form number and the page count. You can make one with the free fax cover sheet maker.
Sending it from your iPhone
If your fax machine or computer keeps failing, you can send the same form from your phone:
- Download HonestFax from the App Store.
- Scan the signed pages with the camera.
- Choose United States and enter the IRS number for your form.
- The price shows before you send. Your first page is free, and after that you pay per page with credits that never expire.
- Keep the Delivered record - it shows the date, time and pages. See how to confirm a fax was received.

Frequently asked questions
Why does my fax to the IRS keep saying busy? The line was in use each time you called. Wait a few hours and try again; a single busy result doesn't mean the number is wrong.
Can I fax the IRS online? You can fax the IRS from a phone app or an online fax service instead of a fax machine - it reaches the same IRS fax line. Some forms can also be submitted online on irs.gov, like Form 2848 with an electronic signature or an EIN application.
How do I know the IRS received my fax? A delivered status means the IRS fax line accepted every page. It doesn't mean the form has been processed - that takes longer. For SS-4, the IRS says the EIN generally comes back by fax within 4 business days.
The fax went through but the IRS never answered. What now? Check that you used the number for your form and state, and that the form was signed. If both are right, wait for the processing time in the form's instructions before sending it again, so it isn't processed twice.
Checked on October 23, 2026: the SS-4 fax numbers and the 4 business days in "Instructions for Form SS-4" (Rev. December 2025, page updated April 30, 2026), the Form 2848 fax numbers, the line 4 rule and the signature rule in "Instructions for Form 2848" and the same numbers in "Instructions for Form 8821" (both pages updated April 30, 2026), and "Follow the instructions in the notice" in "Understanding your IRS notice or letter" (page updated May 26, 2026), all on irs.gov. The IRS says its fax numbers may change without notice - check the instructions on the day you send.
